Keyboard Shortcuts for Navigation
Several shortcut keys have been defined to enable quick navigation of this site. To use these shortcut keys hold down the ALT key (PC) or CONTROL key (Macintosh) and then one of the keys in the list below. In certain browsers, you may have to press enter to confirm your choice.
The following shortcuts are available:

Each page of this site begins with a link that enables you to skip past the navigation links directly to the content of the page. The link is not visible because it is a one pixel by one pixel transparent image.
Standards
This site complies with Web Content Accessibility Guidelines Conformance A and Section 508 Standards. Layout is accomplished mainly with CSS but the site is also designed to display well if CSS is not supported. Form controls are properly grouped and labelled. Navigation links are grouped, with "invisible" links to skip to the content provided. Important navigation links have shortcut keys to enable quick access.
